剧情描绘围绕警视总监宝座的权力游戏。警视厅搜查共助课的理事官上条涟（玉木宏饰）因童年时期的某件事而渴望获得权力。涟认为自己所属派系的高层成为警视总监是成功的捷径，不管多么肮脏的工作都毫不犹豫地进行着。。Just after the First World War Fred Roberts goes for a job as a newspaper journalist and tells the sub-editor how, in the trenches in 1916, he discovered a printing press in working order.
